GPU Tweak II
Both the ROG STRIX GeForce RTX 2080 Ti and 2080 OC will not run at factory OC speed out of the box; you need to install GPU Tweak II software, in order to set the OC mode for the card. The card has three modes, OC mode, Gaming mode, and Silent mode.
For manual controls, you need to click on Professional Mode on down right corner. The Professional Mode has all the necessary options for overclocking.
For lighting customization, you need to go to tools and click on AURA. Here you can customize the lighting effects and cooler. I am little disappointed to see there are no separate cooler controls for different parts for the card.
Since NVIDIA introduce GPU Boost 3 with GTX 10 series, which automatically push the card as far as it can get and they’re not much headroom left for a manual overclocking. Also, considering that ROG STRIX GeForce RTX 2080 Ti and 2080 already come with a factory overclock, I only manage to squeeze out few MHz only, which totally not worth the effort of doing so as if you push it little further you will start showing artifact and blue screens. Though with memory overclocking we have no luck.
